Itasca County follows Minnesota's stringent standards under the Subsurface Sewage Treatment System (SSTS) Ordinance, aligned with state rules in Minnesota Rules Chapters 7080-7083. Permit Requirement: You must obtain a construction permit from the Itasca County ESD before installing, replacing, extending, altering, or constructing any septic system. Application Process: Submit a detailed SSTS design, including tank specifications, a management plan, and any operating permit if needed. Designs must comply with state rules, considering factors like soil type, slope, groundwater depth, and setbacks (e.g., from wells, property lines, and water bodies). System Sizing: Tank capacity is based on the number of bedrooms—e.g., 1,000 gallons for 3 or fewer bedrooms, up to 2,500 gallons for 8-9 bedrooms. Parcels created after January 23, 1996, need space for at least two soil dispersal areas. Inspections During Installation: The ESD must inspect the system before it's covered. Notify them in advance, and provide as-built drawings if inspections are delayed. Licensed Professionals: All work must be done by Minnesota Pollution Control Agency (MPCA)-licensed designers, installers, inspectors, and maintainers. Use the MPCA's database to verify licenses.
Certificate of Compliance: No system can operate without this. New or replacement systems get a 5-year certificate; existing ones are valid for 3 years. Compliance Inspections When Required: Inspections are mandatory for new installations, property transfers, building permits (e.g., adding bedrooms), complaints, or expansions. Existing systems without management plans need checks every 3 years for solids buildup.
